Includes 225 partial contract entries and 8 partial grant entries. Name groups can contain aliases. Coverage is not verified ownership or cash paid.
Sources and calculation limits
Contracts over $10,000; the separate small-contract aggregate is excluded. Grants and contributions include both agreement types.
Contracts use a grouping and largest-value rule that can overstate later reductions. Grants retain the highest amendment number. Unnamed contracts, individuals and batch grants remain in the relevant denominators. Current ownership research is applied to older agreements. METHODS.md records exclusions and exceptions.
Bell
The SSC disclosure and CanadaBuys record share reference EN869-1000EF/005/EF, supporting a match to Bell Canada. BCE’s SEC filing reports 100% voting ownership at December 31, 2025.
This supports one identity inference, not every Bell contract. The aggregate remains partial. The SEC record is a labelled transcription; its direct download failed.
Corrections
A fixed sample of 12 entries received eight supported and four inconclusive labels. The review was not blind or independently adjudicated; it cannot estimate accuracy.
The four inconclusive entries and seven related entries changed to partial. Nine country fields became unknown. Before-and-after exports preserve the corrections; values, counts and stable ids did not change.
Sampling and source dates
The sample used each file’s top three rows by value and three seeded selections. The package documents selection, labels and numerical corrections. Manual ownership judgments remain subject to their cited evidence.
Project-recorded snapshot dates: September 3 for contracts and September 6 for grants. Original retrieval timestamps and HTTP headers were not preserved. Exact bytes and hashes are available; the dates do not establish reporting completeness.
