The contracts page names the ultimate owner of the 200 largest vendors to the Government of Canada. This page asks whether each of those owners is in the federal Registry of Lobbyists, and how recently it reported lobbying.

What the numbers say

An owner counts as lobbying now when a communication report was filed in the twelve months before the snapshot, 2025-08-31 to 2026-08-31. A communication report is a monthly filing that names a designated public office holder the lobbyist spoke with. It does not record what was said.

How an owner was matched

The registry has no company number in common with the contract disclosure, so the join is by name. Names on both sides are folded the same way: accents dropped, case and punctuation ignored, and legal-form words such as Inc., Ltd. and Corporation removed. Four ways to match were tried for every owner, in this order, and a row can carry more than one.

The join script is scripts/lobbying-join.mjs. Its --why mode prints every record behind one owner, and that is how the rows above were checked.

What this cannot say

Being in the registry is not a wrong. Registration is what the Lobbying Act requires of anyone paid to communicate with federal office holders. A large contractor that is not in it would be the surprise.

A communication report is not a contract. The registry records that a meeting or call took place and who was there. It does not link that meeting to any contract, and this page does not either.

A historic parent still counts as a match. If a registration listed the owner as a parent in 2005 and the owner sold that client in 2010, the record still joins. The communications rule above limits the damage, and the years on each row show the span.

Members of a joint venture register alone. A consortium on the contracts page has no registry profile of its own. Where its members were clear, they were matched by hand and the row says so. Where they were not, the row is not found.

Names miss. The fold catches most spellings, and the hand file catches what was seen in a search. A subsidiary that registers under a name unlike its parent's, with no parent named in the record, is missed. An owner can be larger in the registry than its row shows.

Ownership may have moved since the contracts page was written. Where the registry told a different story, the row notes it and the contracts page was left as it stands.

A twelve-month window is one choice. It runs back from the export date, not from today. Rebuilding from a later export moves the window.
